FREER is a non for profit and non-political organization which was established in May 2025 and was registered by the corporate affairs commission of Nigeria (CAC No. 8453290). The initiative was conceived following the burning desire for humanitarian aid and service that bugged the heart of the president who had witnessed a number of incidences that formed the panacea for the establishment of this organization.

FREER has a clear vision of spreading across the 36 states of the federation including the FCT with FREER first responders offering immediate and prompt emergency response to all reachable distress calls ranging from accidents on the road, air, sea, rail, fire outbreaks in offices, residential areas, market places, building collapse, electrocution, drowning, trapped in enclosed spaces, flooding, and other situations that present difficulty in escaping without apparent help.

FREER staff and first responders are adequately trained to provide such help that mitigates and deescalates the emergency situation before the arrival of other professionals in rescue and emergency responses like the FRSC, Civil defense corps, police, Federal Fire Service, NEMA, etc. FREER first responders are trained not to contaminate accident scene or crime scene but carefully provide emergency responses to allow for adequate crime scene investigation by relevant authorities.

FREER paramedic collaborates with health facilities in order to evacuate casualties to a nearby hospital for immediate attention even without apparent police report or any initial financial deposit. Victims and casualties have lost their lives to preventable death following delays in getting police report or depositing initial payment for swift intervention. FREER will have an MOU with the police and some hospitals to commence intervention immediately while other documentations and investigations continue. This is in line with the motto of FREER which hinges on humanity and safety first and also the ideology of keeping the casualty alive at all cost.

FREER has volunteer first responders all over the country to respond to emergency situations and rescue mission including saving erroneous victims from mob attack during accidents scenes. With this response, cases where people are erroneously taken as perpetrators of an awful act can be drastically minimized until the arrival of relevant authorities. FREER does not replace government emergency response team or compete with them but consolidates on the work of the relevant government authorities and FREER plays only emergency response role to deescalate and mitigate distress.

FREER collaborates with relevant sister agencies to train/retrain and build capacity of staff, volunteer first responders and the personnel of government agencies that are directly involved in emergency response. Training and capacity building workshop involve both theoretical and practical procedures. FREER first responders do not busy themselves with taking pictures for show but as a quick evidence before attending to victims of a distress call. FREER first responders do not get influenced by the bystander effect but are highly empathetic, altruistic, prosocial and pro-humanistic, putting humanity and safety first in all situations.

FREER volunteer first responders have a database for everyone and they move always with ID card, nose mask, surgical gloves and other personal protective equipment ready to render response anytime. Any emergency response is immediately uploaded to FREER database for further attention including backup and staff reinforcement where appropriate. FREER emergency first responders receive sanitation allowance for every recorded and uploaded rescue and emergency response provided. This is to increase prosocial behavior and some sort of incentive for prompt response. FREER has the vision of rewarding any rescue and emergency response provided by the general public whether or not they are registered volunteer first responders of FREER. This is to increase empathy and reduce the bystander effect in people that often characterize picture snapping leading to the diffusion of responsibility.

This reward system is in the long run and it is among other things aimed at promoting prosocial behavior, empathy and pro-humanism in people. The society had been polluted with various forms of antisocial behaviors such as banditry, kidnapping, thuggery, ritual killing, one chance and hit and run. These antisocial behaviors were learnt over time as nobody was born with it but only tendency. Similarly, people have the tendency for prosocial behavior and can equally learn and demonstrate it. FREER creates such an opportunity and enabling environment by offering sanitation token, a reward for every rescue and emergency response provided with a clear evidence. Emergency response, rescue mission and of course disaster management in Nigeria have not been as swift as other countries due to a number of factors which includes both human and natural. Delayed and, or inadequate emergency response and rescue mission has led to innumerable preventable death in Nigeria on air, land and sea. Oftentimes, when an incident needing emergency response occurs, onlookers or bystanders busy themselves with taking pictures and making videos to post on the social media. This produces a diffusion of responsibility where bystanders do not do anything to provide help because everyone thinks that anyone can render help and eventually, nobody ends up helping. Often, bystanders record every aspect of victim’s grief and dying moment by taking videos till they breath their last. Thus, most victims of emergency situations die of preventable death as a result of absence of first responders or inactivity of bystanders. The bystander effect which is demonstrated in the diffusion of responsibility is a phenomenon that FREER stands to eradicate by recruiting FREER volunteer responders across the country who will be registered and equipped with protective equipment and trained to provide emergency response in all situations needing emergency response.
